Apartment Noise Committee Practice (1) Why Noise Complaints Should Start With the Victim, Not the Upstairs Neighbor
In many apartment noise disputes, the first reaction is predictable.
A downstairs resident complains.
The apartment office contacts the upstairs resident.
The upstairs resident denies the noise.
Both sides become frustrated.
This approach may look neutral, but in real apartment noise mediation, it often fails.
An Apartment Noise Management Committee should not begin by treating both households as equal debating parties. It should begin by confirming the suffering of the resident who reports the noise.
The first question is not:
"Who caused the noise?"
The first question is:
"What exactly is the resident hearing and feeling?"
In apartment buildings, sound does not always travel directly from the unit above. Impact noise may move through slabs, walls, columns, pipes, and structural connections. A resident may believe the upstairs unit is responsible, while the real source may be another floor, a diagonal unit, plumbing, or mechanical equipment.
This is why the committee must first visit the complainant’s home and identify the actual location where the noise is strongest.
The committee should check:
- which room is most affected
- whether the sound is impact noise or low-frequency vibration
- whether vibration is felt together with the sound
- whether the sound occurs near walls, ceilings, or floors
- whether the suspected upstairs unit was actually occupied at the time
A committee without field experience can easily misidentify the source. Once the wrong household is blamed, the dispute becomes harder to resolve.

The role of an Apartment Noise Management Committee is not simply to remain neutral between upstairs and downstairs residents.
Its first role is to confirm the victim’s experience and investigate the sound path.
Only after the damage is confirmed should the committee expand the investigation to the upstairs unit, upper floors, diagonal units, adjacent units, plumbing, or building equipment.
Apartment noise mediation begins with the victim’s living environment.
That is the practical starting point for real conflict resolution.
